Behave in line with ICAO guideline, manager urges stakesholders
AVIATION manager and other stakeholders should behave in line with well laid out procedure of International Civil Aviation Organisation (ICAO), any time they are out to perform aviation duties within and outside the country.
And in line with standard practices of ICAO and her annex, FAAN in collaboration with Nigeria Civil Aviation Authority, have worked out some pieces of information to enhance further understanding.
These disclosures were made by one of the major players in aviation industry, Mr. Idris A.A. in a paper he presented at the recently held workshop on Ramp Safety organised by MAKIA.
In his paper which he titled: “Ramp control, policies and regulation,” Mr. Idris said that being a contracting state to ICAO, the Federal Republic of Nigeria is responsible to providing safety aircraft operating environment, both in the air and on the ground under the term of ICAO Convention of 1944.
According to him, in fulfilling these responsibilities, the state enacted and adopted regulation and stand that govern aviation safety, adding that Nigeria Civil Aviation (NCAA), as a regulatory body, is charged with responsibility of ensuring compliance by stakeholders.
Discussing what he described as regulatory 59, Mr. Idris stated offences at any aerodrome, unlawfully and intentionally use of any device, substance or weapon to commit an act of violence, which is likely to cause grievous injury of any persons or destroy seriously or damage any aircraft or facilities at the aerodrome.
In his paper, “Ramp Safety in MAKIA, the way forward”, Engr. Bello Mukhtar, who is the HOD building at MAKIA, argued that if every stakeholder should play his or her expected role, there would be safety in our airports.
Discussing global aviation and security, Malam Mukhtar argued that despite the efforts to implement the next generation air transportation system, the United States Federal Aviation Administration System, has not been able to curb the risk on ramp at the airport.
According to him, quoting the US Congressional investigator, the Government Audit Office (GOA) says lack of data has hindered safety improvements, despite efforts being made to address the issue in this areas.
According to him, quoting the same report, efforts to improve safety in airport ramp areas, where departing and arriving aircrafts are serviced by baggage, catering and fuelling, personnel are hindered by lack of complete accident data and standard for ground handling.
Giving further details about aviation development in the US, he quoted that there are 24 serious runway incursion in 2007 out of more than 61 million operations or one incursion out of over 2.5 million operations.
Talking specifically on Federal Airport Authority of Nigeria (FAAN), Malam Mukhtar stated that among other things, the role of FAAN is to ensure security of lives and property at the airport.
This he said, include denial of access to unauthorised person into those parts of the airport not intended for public use, (the ramp inclusive) he opined.
